Bitlocker Recovery Code entered does NOT allow my computer to reboot to normal. I am caught in a loop. What can I do now?

Bitlocker Recovery mode dies not allow my Dell computer to reboot to normal conditions. I am stuck in a loop asking for the Bitlocker Recovery code. Nothing has been recovered or fixed. What should I do now? I cannot get the Dell laptop to boot up. I turned the computer off and now it does not get to the Bitlocker Recovery code screen at all. Just keep seeing the Dell screen with the circulating dots. Stops then restarts the same thing again. HELP ME PLEASE!
