Bit locker broken and won't start the new laptop or let me do a clean install

Nothing works and the security key won't fix it. Can't wipe and restart the hard drive.All it does is give me an error with no description.Why is this on a brad new laptop and enabled? Even being tech savvy this is just stupid and probably being returned.
