Background windows elements flickering in and out when in full screen applications, alongside CPU spikes

Hello, i built a new pc a couple of days ago. When i run a game, everything runs fine but as soon as i start clicking the mouse i get these weird spikes in CPU latency. it can cause microfreezes when clicking and dragging a scrollbar f.ex. but these spikes also cause weird flickering, where desktop elements or any open windows will pop in and out. and as far as i seen it only happens when i click the mouse.The CPU temps are low,in system 45*C, average at most 55*C, maximum i saw it at was 75*C very brieflyVideo of the flickering:https://streamable.com/fysn3iWhen i click the slightly hidden gra
