Authenticator will not download ICloud data.

On new phone I was able to move to Authenticator App my Icloud backup. I do not see a way to download to my new phone. All I see in my Recovery Account my email. How do I get these on my new phone. My old phone indicates they are on the new phone. If I unselect ICloud back up on my new phone, it says they'll be deleted. Will I be able to retreive them on my old phone and follow a different process?
