audio too low at max volume

[Windows 10]

I was watching a movie on the streaming site Kanopy which I've used before. with the volume set as high as possibl it was barely audible. I changed browsers and it was somewhat better in Edge but i had to set it to the max and not that great. Chrome is completely up to date. All drivers are up to date.Is there a setting for me to look at in Windows 10. i don't have this problem with any other audio content, inclucing youtube, prime video etc.Ideas? Thank you
