Audio stopping after a couple seconds to minutes during videos, freezing for a moment before playing w/o audio

the only temp solution i've found was to switch audio outputs fixing the issue only for it to repeat a couple seconds - minutes later, sometimes both wont work, this is exclusive to my laptop and not any other known devices. there's two outputs I've got (USB audeze maxwell chat and USB audeze maxwell game), none of the ports are damaged or blocked by anything, the cords/dongle albeit used, are in pristine condition with visible no damage not even the outer protective cord around it has any marks or knicks. the headset does emit a strong static-like noise and quieter audio when connected to USB
