Audio cracking and Device manager not working

I encountered audio cracking when watched YouTube, thought might be audio driver problem, then found out Device manger not working.Can not open from Start menu or Control Panel, nor by Command devmgmt.mscI go to C:\Windows\System32 and double click devmgmt.msc also not working.No error shows up, just not running.Windows 10 home 22H2I noticed some windows updates not installed correctly, and it shows 0xc0000017
