Attempting to read an old hard drive on a newer OS system

I had a Dell Dimension 4550 pc that ran Windows XP finally die recently. I believe the cause of death was the power supply. I used the pc to access old XP and Windows 95 formatted files and music from an accessory HD I stalled. When it died, I removed the hard rives. The original HD is a Hitachi Deskstar 30GB. I hooked it up to a Unitek USB to IDE+SATA converter to run it on a laptop (running Windows 10) hoping to read the drive. When power is applied to the old HD, it runs and the laptop sees it as an accessory drive but it's in a query loop. No files are shown. My IT guru at work says
