As of two weeks ago there are sites I can't log into

This happens on sites when I try to log in (my bank, my pharmacy). I have reset hardware, deleted history in browsers, flushed DNS, tried other DNS, tried 3 different browsers, and rolled back to a previous version of Windows 11. I am at a loss. I often get a screen as shown below. It counts down and then I get a blank screen. help please !
