Are this following Command Prompt safe to use?

How to make the hotspot unlimited data from phone remains unlimited for use on laptop.1. Open hotspot from phone and connect the Wi-Fi in laptop. 2. Search for Command Prompt and select Run as Administrator.3. At the command prompt, type NETSH INT IPV4 SET GLOB DEFAULTCURHOPLIMIT=65 and press Enter.4. Type again, NETSH INT IPV4 SET GLOB CURHOPLIMIT=65 and press Enter.5. Type, PAUSE and press Enter.6. Close the Command Prompt window.I wanna try this because I don't have Wi-Fi at home also I just bought this laptop yesterday.This is the link tutorial video that I found.
