Are all Windows 11 default folders OneDrive?

Recently ran into a problem transferring files from a Win10 computer to a Win11 one I had files stored in default folders (Documents, Downloads, Pictures, etc) with no problems on Win10 and earlier Windows While transferring these to Win11 in what looked like the same folders, I got a notice my OneDrive is out of space Is this how Win11 works now going forward? Default Windows folders are OneDrive, not my HDD? Do I have to manually create new folders on the HDD that serve the same purpose as in earlier Windows?I do not want these files stored one OneDrive for any reason, I want them on my
