Apps randomly opening and closing, screen flickering

My computer seems possessed. Apps will open, then close in random succession. There is a glowing halo bottom center of the screen above the task bar. It appears to be primarily opening the search tool but will also open random files. When the apps are opening and closing the mouse will not control anything. I did a system restore - still had the problem. I have run diagnostics on the keyboard, touch screen and mouse (and changed to a new mouse) and they all show fine. I uninstalled and reinstalled the keyboard. I started in Safe mode and ran diagnostics. Did a Norton scan, but nothing.
