Apps opening too large

I got a new PC today and set it up to my tv as a monitor. I set the scale and layout to 125% so I can see my taskbar properly but now a few of my apps open too large (they open fine at 100%). I can move the window around but any attempts at resizing it don’t work.How do I fix this?
