Apps not finding my camera and microphone on my laptop

[Windows 10]

trying to livestream or video call on facebook or instagram. message stating permissions not given to access. i've checked my app permissions and everything is allowed access from my apps. I've tried to reset my camera and microphone settings and I still get the same result. this happens when i use microsoft edge and google chrome. permissions are allowed on both.
