Apps keep freezing and everything says unknown publisher

My computer has been randomly crashing the past few days along with apps freezing and me being unable to close them i even tried with task manager but that also freezes when i try to open it also sometimes when i turn my computer on it says disk read error occurred. One of my friends told me i should run sfc scannow in command prompt but when i tried to open it as administrator it said unknown publisher, also a couple of other things say unknown publisher when i try to start them (System Config and Restore Point)
