Application failed to start due to side by side config error, then issues when trying to repair visual C++

I cant seem to attach screenshots so ill explain as best i can in words. when trying to launch most programs on my computer i am faced with an error message saying something to the effect of "cannot launch due to side by side configuration error". i have discovered this is an issue with microsoft visual C++ and have gone to control panel to attempt to repair the install as this is what every source I found suggested. however when i try to do this i am faced with another issue, now whenever trying to modify or uninstall any program from control panel i get an error message saying roughly "issue
