App blocked by Administrator but I am the administrator

[Windows 10]

I’m trying to install the Sims 2 via disk to a regular user on my computer but it keeps telling me an administrator is blocking the app from running. I have also tried to open the game on the administrator account yet the same message pops up. My computer has 3 separate accounts yet this issue is occurring on all of them. I have already disabled the SmartScreen settings for the accounts but have had no luck. Advice?
