Anyone having problems with LAN attached HP printers and 24H2 WPP?

So ... I cannot install 24H2 KB5048667 or KB5050009 as my HP Officejet Pro 9010 no longer works. I have to use wushowhide.diagcab to hide those updates. The machines via the event log complains about not being able to install the printer drivers, including the MS Print to PDF and XPS Document drivers. I have had multiple service calls with MS (7061398152, 7064041325 being two) with no luck. I cannot even reinstall the HP drivers as I believe WPP is preventing this (HP after charging me $23 was clueless too) even though WPP is not setup. Microsoft even added the registry entry "EnableWPP
