Any way to fix 100% CPU usage?

Hello so by the title my CPU has been running at 100% all the time with nothing running in the back round. I've updated my drivers for my GPU, Reinstalled windows Clean install and (keep my files) install, As well as many virus scans both full, quick, and offline. I started using windows 11 roughly 6 months ago and have had no problems with it until now. I've done all updates and what not. I even ran DDU to see if there was a problem with my graphic drivers.List of system specs:GPU: AMD Radeon RX 6900 XTCPU: AMD Ryzen 9 3900X 12-Core ProcessorRAM: 32 GB four sticks of DDR4 (I don't remember th
