Any concrete answers on how to keep emails from hanging up in Outbox in Windows 11 Mail and Calendar

Bought a new computer with Windows 11. Set up Mail and Calendar. Emails hang up in Outbox and won't send. No problems at all receiving emails. I've researched online and discovered this is an ongoing issue for many users with late versions of Windows 10 and all versions of Windows 11. I have a earlier Windows 10 device and I use Windows Mail with no issues at all. I've tried all the suggested fixes I could find online plus I've contacted MS Tech Support Live Chat and conducted all their suggestions with no success.
