Another Installation is in progress while trying to download Microsoft C++ redistribution package

So I’m trying to manually download a package for a game on steam and when I try to download it it says what the photo says. I tried all the solutions on the internet and frankly I’m stuck. And also when I restart my computer it shows a program that’s blank, what is that. Is it a virus?
