Am not receiving security codes no matter what.

I'm not receiving any security codes no matter what I do, every time I want to sign in it would ask for me to verify my identity and ask for me to type in a secondary email to verify my identity with. So I would do that and it says it will send that email verification code but it never does. I have no other methods of signing in so I'm stuck. Out of desperation I activated a security reset but now I can't even sign into my computer, it's saying I need to set up my pin.
