All folders on my sytem are read only

Today I found that all folders on my win 10 are read-only. I'm only one user in the system. However, when I uncheck the read-only property it restores when I close the dialog window. I have full control on the folders but it doesn't help.I can create and save files into those folders, but some applications can not.
