After updating to windows 11, screen/cpu freezes and screen zooms out and back in when HDMI cable is plugged in. Is this going to be fixed?

I found a thread from August 23rd 2023 describing this exact issue which has been locked (Redirecting). After updating the windows 11 yesterday, there is a screen effect where my main monitor zooms out, everything freezes, and then it unfreezes and zooms back in. This happens every couple of minutes. The "solution" appears to be unplugging my tv from the HDMI port. The tv acts as a third monitor for playing video games/watching youtube etc. and I have to setup t
