After Update To Windows 10 Version 1903, I Can No Longer Right Click on Files or Folders, and Sometimes the Empty Desktop Space

I updated my windows about six hours ago after it said to restart in order to keep Windows 10 up to date in the future, and as soon as the half-hour update finished, I log on to find that my Avast anti-virus is no longer working, and I uninstalled it and can't install it again, and I cannot access the nVidia control panel, and whenever I right click on the desktop, the cursor is stuck on waiting permanently or if I click on folders and files in Windows Explorer (pictures and similar files seem fine,) and I cannot click any icons on my desktop after this lockup. What is going on?
