After the last major update for Windows 11 24h2, my GPU in browser or other applications started to run at 0% utilization, although before this value was always more than 1% under any conditions. This has caused me to have throttle noise. I reinstalled the drivers and downloaded the latest (recently released version), reset my Windows, but since it is still on this version the problem remains. Everything is fine with temperatures, the only problem is with 0% load in applications. This never happened before the update!
