After Reinstalling Windows 11 (Keeping Files) It doesn't revert all Permission settings???

I reinstalled Windows because I changed some of the Permission settings, now I am stuck with (Email name) instead of NT/TrustedInstaller as the Owner and I can obviously tell as the (Everyone Category) has access to everything.
