after recieving error 0xc0000221 computer boots after 'windows repair' and make pc unable to laucnh anything but core programs

like the initial question states the error 0xc0000221 occurred and since then i have been unable to launch most programs i can launch file explorer microsoft store and settings and that's all. i desperately need help and am considering a fresh install but want to know if this'll help or if i can repair it without it. please help me I'm losing my mind a little bit because I'm stumped.
