After factory resetting my windows 11 pc, I cannot login or create a new user

Hi, I got a Windows 11 PC that has been factory reset. After going through the initial setup questions for language, region, keyboard layout and reporting settings, I land on the login screen. Here, I cannot login with my microsoft account, I cannot create a new user, and the "Administrator" user is disabled. I have already gone through restarting in safe mode -> opening the command prompt -> enabling the administrator user via net user Administrator /active:yes and the Administrator user shows up as "active" when I check via net user Administrator.
