After a power outage or other PC shutdown Windows 11 says my login pin doesn't exist or needs to be reset.

Windows 10 and then 11 both did this: after a power outage or even hard reset Windows says "Something has happened and your PIN isn't available. Click to set up your PIN again."It has happened several times now. I use the authenticator and am able to reset my pin.HOWEVER it shouldn't be this way. Power outages shouldn't trash my login pin.I read a couple how-tos about fixing this and they were walls of text with tons of actions I had to perform.
