Administrator can not access settings , when update windows server 2019 to windows server 2022

administrator account works well on windows server 2019and I update the server from 2019 to 2022, and reserve file and document.after update administrator can not do following things1. Right click This-PC and click property. This app has been blocked by your system administrator2. Right click network icon on the right down corner, open network and internet settings. This app has been blocked by your system administrator 3. Right click desktop, select personalize. This app has been blocked by your system administrator 4. Open control panel, but it appears and disappears after a few seconds.5. C
