Address book failed to load

Outlook Express message reads "address book failed to load" and "Outlook
Express is incorrectly configured."

Windows Help addresses these messages for older versions of Windows, not for
XP, which I have.

I have a new Dell Vostro 420 which was working ok then this problem started.
I have created a restore point, checked the ISP, checked User Accounts, and
I've removed Office 2003 to get rid of Microsoft Outlook.

Help?

Best to ask the experts in an Outlook Express newsgroup. Remember to state
your OE version.

• Do you have this Registry key?...

HKEY_CURRENT_USER\Software\Microsoft\WAB\WAB4

• If not, STOP; If so, is there a DWORD named UseOutlook (NB: no space) and
is its value set to 1 (one)?

• If not, STOP; If so, Address Book is configured to share contacts with
Outlook, even if you don't use it (can happen with the install of Office).
Change the value to 0 (zero), close REGEDIT & reboot, and all should be
well. (If that DWORD is not present, don't create it, and don't alter any
other DWORD values.)

Note that any changes (additions, deletions, edits) made while sharing was
enabled will not be available (displayed) in Address Book when sharing is
disabled.

NB: Chances are this will happen again anytime you install an Outlook 2003
update (which will be offered even if OL is not installed). To avoid it,
select Automatic Updates' "Notify Only" setting and decline then hide any
further Outlook updates. See http://support.microsoft.com/kb/306525

Thanks. But. When I try to compose a new message I get "there was an error
opening this message. An error has occurred." And so I'm unable to send a

The DWORD value would be located in the right-hand pane.

NB: If the value "UseOutlook" is not listed, what I posted is not causing
the problem!

other groups with no followups set. Let's see, .ie6_outlook express
sounds like a good place. Maybe Warez? Nah, I wouldn't wish that on

Thanks. I needed to expand the Type column. There's no DWORD with a value
"Use Outlook." So, what you posted is not causing the problem. Any other
suggestions?

Good grief! This is certainly no help for my OE problem and that's what this
thread should be about. Suggest you complain directly to PA Bear. Also, use
Spellcheck.

resolved the problem by installing IE8 and "uninstalling Outlook from
MS Office."
