Additional Updates in Windows 11 Update not Downloading (Stuck at 0%)

I have an HP Spectre x360 laptop with Intel(R) Core(TM) i7-10510U CPU @ 1.80GHz and 16 GB of ram (15.7 usable) using Windows 11 64 bit version 23H2.My problem is that any additional updates in Windows 11 will not download--stays at 0%--and over time, the updates queue. I have tried repairing corrupted files, running the Windows Update troubleshooter, rebooting in different startup configurations, re-installing Windows 11, and I always end up back at one or two updates not downloading which turns into several updates as time goes on.I know it's not my firewall or antivirus settings/software sin
