Adding downloads folder to Microsoft Cloud Storage and the Microsoft 365 Basic Plan, which goes first?

Is it possible to add my downloads folder as it has all my important files? If so it would mean that my free storage is not enough and so I have to buy a storage plan and planning on getting the Microsoft 365 Basic. Which do I do First?Also trying to add folders there are no prompts to add Documents and Downloads which are my essential files.
