Add-in to mark outside senders

My company is trying to find ways to mark email sent from outside our company. We have tried a transport rule to prepend a warning to the message but that annoyed users too much. We tried conditional formatting but that is hard to deploy to a large number of users. Is there an add-in that can do this? Thanks for any help.
