Account recovery on Hotmail account

Hello. Looking for some help from this community. I bought a new PC and was attempting to transfer each of my family's microsoft Hotmail associated profiles over to the new computer. When I attempted to transfer my son's, it told me that his email address did not exist. I then tried to create a new email address, and it said that I could not use that email address because it already exists. How do I get his email address reactivated or recovered? I can't seem to get anyone from Microsoft on the phone or chat to help me resolve the issue. Any help will be much appreciated.
