Account permanently banned?

Hello everybody, so I've reinstalled my windows and when I was trying to log into microsoft i forgot my password. I tried the text sms and I was looking at the wrong phone the entire time and by the time I realized it I was already out of attempts. I tried filling out the online form but for some reason it was rejected, I posted all the info and still nothing. Now when I try to use the SMS option again I just get "That verification method isn't working right now. Please try another method." And even if I had the password I didn't read the "help" for account recovery where I found out if you re
