A white overlay keep appearing after login and minimizing all other windows

A white overlay keep appearing when login to windows and its there whole day long and visible after minimizing all windows. Earlier I thought it could be issue with explorer.exe but I see its running fine. Observation #1:After pressing Win+D, I can see Desktop and it's contents (icons and files) however as soon as I do right click same white overlay appears and right click context menu open on that
