A virus locked me out of Windows security using IT administrator, is Windows on my computer corrupted to the point I need a new Windows Key?

I was using Windows 11 on my gaming pc and I downloaded some mods that gave me a tough virus I'm having trouble getting rid of.It slowed my pc down to almost a freeze, locked me out of Windows security using IT administrator, and quick scan was not finding anything. I did a reset from safe mode, wiped everything, and my computer worked for a while. I think the virus was still there in Windows cause it happened again shortly after. It won't let me reinstall windows from Cloud and tells me to install localDo I need to get a new Windows Key? Is there a way for me to remotely clean my Cloud and do
