A part of my screen freezes when using Chrome and having a game running in the background.

As I said, whenever I have a game, or sometimes some other app running, when I use Chrome or other Microsoft apps, a part of the screen sometimes freezes in a random spot for a few seconds. I can still use my mouse and keys and can also scroll up and down, but scrolling only moves the part of the screen that isn't frozen. How can I fix this problem?
