37% ram usage after clean reboot and is lagging

As title states I have done a clean reboot yet for some reason almost 40% of my ram is being used. I have 8gb of ram and only really use the laptop for general streaming and website things. It's inly recently where it's started to lag and I can't even stream something on netflix. I have scanned it with the inbuilt antimalware program and it says there's no malware.I have defragmented and done a quick cleaning of files but it has made no difference. Attached is a photo of task manager after the clean reboot. No applications have been opened.

I only have 8g of ram and I did a clean boot or whatever but there is still 3.5g of ram being used from a bunch of windows things, is that normal?
