30hz on startup, 60hz on restart?

Hi, so its only been a few months since I built my PC and ever since then, Ive only had one weird problem, and its very annoying. Every time I turn my PC on, for some reason it starts in 30hz even though 60hz is what I have selected in the Windows settings; its only when I restart my PC that 60hz is actually working and the "Activate Windows" watermark is gone (I have not activated windows). Eventually the watermark will return and so will the 30hz along with. This happened to me yesterday (Feb 26) while playing Warframe and made me wonder if I was somehow being punished for not activating win
