304 MB of Windows Update Cleanup Files Still Not Deleting

For months now, there has been 304 MB of Windows Update Cleanup file, including a more recent Package Rollup Fix, refusing to delete. The Package Rollup Fix won't delete due to it being open in another application. Fairly recently, I began having disk space troubles, my tablet is beginning to get old, & I saw Windows 10 will no longer be supported by next October, so I ordered a new tablet.
