2FA 6 digit code provided 7 digit code require windows 10

I am setting up a Windows 10 fresh install from a bootable USB drive. I am prompted to put in my Microsoft account. I enter my Microsoft account and a six digit pin is provided to my email or phone number for 2FA. I enter the six digit pin into the code field and eight hours and says that a seven digit pin is required. I cannot continue.
