24H2 Windows 11 Explorer will not open maximized or remember maximized setting

Since installing 24H2 Windows 11 on 2 new PC's, Explorer will not open in a maxized state.It does not matter if the setting is set to maxized in the file properties on the task bar shortcut or even if a new shortcut is created.\ and set as such.
