2016 RDS Server - Microsoft Applications won't open

We are running multiple 2016 Server Standard RDS servers. One of them after a reboot (usually due to windows updates) will not allow any users to open Microsoft applications (IE , Edge, Word, Excel) a second reboot usually clears up the problem, but becomes impractical during business hours. This problem repeats itself after every 2 AM reboot.

sfc /scannow shows no errors

The following error appears in the Application log, but doesn't provide guidance to the cause.
