1) Why doesn't MSFT support chat work anymore? and 2) Why does Sticky Notes have 2 windows that open?

Win111) MSFT chat doesn't work anymore. Gone are the 4 hour episodes with 72 different people to get answers to your 2 minute problem. All I get is a message that says "The Request is blocked" with a super long number after that, like 100 digits long. My neighbor gets the same thing on her computer at her house. 2) When I open Sticky Notes, it now opens up sort of like 2 instances of it, so I have 2 windows of it open. Why is that?
