0xd0000225 error, cannot log into Windows 11 and cannot reset PIN.

When I try to reset the PIN, I'm taken to my online Microsoft account, which wants to send an access code to My Outlook, but the email never arrives. . The Outlook account is working (I can send mail to and from this account) but still, no Access Code arrives. Fingerprint and Face ID no longer work, either.
