0xc1900101-0x40017 when attempting to load 24H2

I have attempted to update to 24H2 using both Windows Update and from the most recent ISO from Microsoft. I get the 0xc1900101-0x40017 error and a message about 2nd boot and then the system rolls back. I have tried disabling all antivirus software but I have not uninstalled the software. I have run the Update Troubleshooter, I have run the System File Checker (DISM and SFC) and nothing I have tried has helped with the problem.I have uploaded logs to this link: Support Logs.zipI would appreciate if you could provide any information that would help with this issue!
