0xC1900101 - 0x30018 FIRST_BOOT SYSPREP_SPECIALIZE Error Win 7 to Win 10 ISO Upgrade

Trying to upgrade from Windows 7 to Windows 10 using the free ISO file directly from microsoft. The "MediaCreationTool22H2.exe" will not open for me at all, which prompts an error "We're not sure what happened.... Error code 0x80072F8F - 0x20000". When I install using the "Win10_22H2_English_x64.iso" tool, which I extracted the folder "Win10_22H2_English_x64" and run the "setup.exe", it starts to Install, gets to 95% then reboots once, Updates from 0% to 30%, reboots again, then it goes from 30% and gets stuck on 48% before getting an error that it will restore back to Windows 7.
